The ILO has been providing technical support to the regional network of technical and vocational education and training (TVET) institutions, within the framework of the project FOIL (Fortalecimiento de sistemas integrados de Formación, Orientación e Inserción Laboral).

The network aims to standardize and improve TVET programmes, to facilitate labour insertion especially for marginalized groups. From 2009 to 2013 it has been establishing joint networks to develop standardize Regional Labour Competency Technical Standards and Curriculum Design with the purpose of generating minimum shared quality standards for mutual recognition of certified training provided by the network’s different institutions. This recognition is an important step for the regional mobility of skilled workers and, consequently, regional integration.
