Migration and integration affect various different policy areas, such as education, employment and health. The project supports coordination between the relevant ministries at national level in order to ensure coherent implementation of the national strategy. In addition, exchange and communication formats are created between ministries at national level and local officials in the ten partner municipalities Béni Mellal, Casablanca, Fès, Marrakesh, Nador, Oujda, Rabat, Salé, Tanger and Tiznit to implement the strategy jointly and to draw up policy recommendations.

In addition, the project promotes institutions and municipalities in realising concrete integration measures in the cultural, social and economic field. The local branches of the Ministry of Moroccan Expatriates and Migration Affairs are to become central contact points, for example. Their tasks include preparing and providing information on legal, administrative and social matters for people arriving in Morocco and informing them about integration services offered by other government and non-governmental institutions and organisations.

Morocco and other West African countries facing similar challenges can reap benefits from communicating with one another and sharing experience and information. Thus the partnership between Morocco and Côte d'Ivoire focuses on managing their citizens living abroad and on how the individual countries can link migration and development. The project team advises the countries and organises various formats for sharing experience, such as dialogue forums and conferences. This helps the countries forge closer links and step up cooperation. Direct exchange enables the countries to learn from each other’s successes and positive examples.

The project is part of an infrastructure programme by the German Federal Ministry for Economic Cooperation and Development (BMZ) on tackling the root causes of displacement, integrating refugees, stabilising host regions and promoting employment in the Middle East and Africa. BMZ helps create economic and social prospects for the people in the region through the projects implemented under the infrastructure programme. In the context of the programme, more than 200 million euros of additional funding has been made available for projects implemented by GIZ and other implementing organisations between 2014 and 2019.
