A. Need of awareness raising and building understanding 

​Zambia has developed the Facilitator’s Manual, Participant’s Handbook, Guidelines and the National Referral Mechanism (NRM) to facilitate capacity building of first line officials to spearhead the implementation of the national action plans for migration related SDGs.  To this extent about one thousand eight hundred (1,800) Frontline officers have been trained in mixed migration.

On the NRM, as a nation, Zambia has come up with a chart that provides guidance on the different stages of assistance to vulnerable migrants requiring protection. The chart promotes coordination of national stakeholders for provision of effective and comprehensive protection assistance to selected categories of vulnerable migrants in line with national legal frameworks and international best practices.  

With regard to programmes and activities in support of archiving safe and orderly migration, Zambia has;

• Conducted training to different stakeholders at national, provincial, district and community level on the protection of vulnerable migrants;
• Facilitated cross border meetings with its neighbors; 
• Established Best Interest Determination (BID) panels for unaccompanied and vulnerable migrant children;
• Provided capacity building for the Best Interest Determination (BID) panels for unaccompanied minors and vulnerable migrant children;
• Developed guidelines for Best Interest Determination (BID) panel and support BID meetings;
• Conducted awareness raising activities among stakeholders on the protection and rights of vulnerable migrant children;
• Improved shelter for vulnerable migrant children; and 
• Promote alternative to detention for all migrants and facilitate documentation and regularization of stay for migrants without discrimination

B.  Need to contextualize the commitments - National Action Plan

Zambia has come up with a national action plan on addressing mixed and irregular migration, which and prioritized actions include the following:

• Support to relevant communities and panels for coordination on thematic areas at multiple levels;
• Implementation of protection tools;
• Training on addressing Mixed and Irregular Migration;
• Improved collection and management of data, and
• Developing mechanisms for facilitating Alternatives to Detention. 

C. Need to improve monitoring mechanisms through better data collection and analysis

Finally, in order to improve monitoring mechanisms through better data collection and analysis, the  department of Immigration, Zambia Correctional Service, Zambia Police, Department of Social Welfare and various departments with Data Management Systems have been encouraged to generate data on migration in mixed and irregular flows.
