In these agreements regulating labour migration flows, the Spanish authorities, through Spanish Embassies in origin countries, notify the origin countries’ authorities of the number and type of workers needed, taking into account existing job offers. (There is no set quota; rather, the employers in Spain request a certain number of needed workers.) Origin countries in turn notify the Spanish authorities, through the Spanish Embassies, of the possibility of meeting this demand with their nationals willing to go to Spain.

The objectives of these agreements are to tackle migration issues concerning the signatory sending countries in a comprehensive, pragmatic and cooperative way. The fields of cooperation cover the following :  

1. Migratory Flows: facilitating the legal flow of workers exploring the labor market needs;
2. Voluntary return: assistance in promoting the voluntary return, including support in order to facilitate the integration of returnees in their country of origin;
3. Integration: mutual assistance on integration of nationals of one part residing in the territory of the other part;
4. Migration and economic and social development focusing on the creation of employment; and
5. Cooperation in fighting against illegal immigration and the trafficking of human beings.
