Summary:

The unlimited potential program for overseas Filipino workers (OFWs) is a public private partnership between the government of the Philippines and Microsoft (as part of the Microsoft Unlimited Potential Program-Community Technology Skills Program (UP-CTSP)). The program focuses on improving lifelong learning for under-served Filipino youth and adults by establishing learning centers and providing IT skills training in cooperation with non-governmental organizations.

The program is an innovative example of public-private partnership, which are often discussed within the context of the GFMD. The program was already discussed in GFMD 2007, as a good practice to improve the technological literacy of the migrants. (Background paper RT 2.1 – GFMD 2007).

In the framework of one of the key themes of GFMD 2010, "Migration, Gender and Family" (RT 2.2) the project was also presented as an innovative initiative, both in the background paper and during the Roundtable discussion. Showcasing the “Tulay” programme on the GFMD PfP also relates to the following recommendation:

‘The GFMD can help adjustment to changes in family structures by making available on its website best practices identified in its meetings, so that countries can learn from each other, and to inform policy responses to the new challenges’ (GFMD 2010, RT 2.2 "Migration, Gender and Family")
