The Initiative on Sustainability, Stability and Security (3S) is an inter-governmental initiative that aims to present an African perspective on migration and instability linked to natural resources.  Launched by Morocco and Senegal at COP22 in Marrakesh and endorsed by the Heads of State and Government at 1st African Action Summit (Marrakesh, 16 November 2016), the overall goal is to tackle the conditions that force people to migrate, trigger conflicts and increase exposure to extremist groups, such as acute land scarcity, rural unemployment, insecurity of tenure and competition for natural resources.

The objective of the 3S Initiative is to provide alternatives to forced migration and radicalization by:
-    Creating jobs for young people, women and migrants through the restoration of degraded lands;
-    Strengthening land access and tenure rights; 
-    Enhancing early warning systems to predict drought and other natural disasters and effectively respond to displacement of populations.

By 2020, the target of the Action Plan will be:
-    create at least two (2) million new jobs for the vulnerable groups identified;
-    rehabilitate ten (10) million hectares of degraded lands in 250.000 villages;
-    train in sustainable land management and equip, on average, 10 people per village to start income-generating activities with at least 4 hectares per person.
