In many countries, people are currently experiencing restrictions on their cultural development that mean they have to or want to leave these countries. Against this background, the Senate has set out to strengthen the social and cosmopolitan orientation of the metropolis of Berlin.

The program for economic freedom and cultural freedom of the Senate Department for Culture and Europe is intended to support professional artists, media and cultural workers who have to or want to leave their previous countries of residence to find a professional perspective in the art and culture scene of Berlin. At the same time, this should strengthen Berlin's profile as a tolerant, cosmopolitan city that allows people to freely develop their cultural activities.
