Alternative to Detention Pilot Program for unaccompanied migrant and asylum seeker children in Mexico

Summary: 

This project built on the progress to date in developing and implementing a framework and shifting perspective on alternatives to immigration detention (ATD) in Mexico, with the specific aim of fostering sustainability and empowering local stakeholders towards building preventative and community-based ATD models for the longer term through collaborative initiatives.
A total number of 20 children participated in the Pilot. After go-ahead from INM, IDC facilitated coordination of the initial screening and assessment phase between INM and the shelters, carried out 2 trainings for 30 OPIs, social workers and other detention center staff and later negotiated with COMAR their formal inclusion, in an attempt to strengthen identification and referral mechanisms. IDC also supported the shelters throughout the implementation process, including helping them gain local funding.
The pilot officially ran from August 2015 to April 2016, and children continue to be referred after the official date. The preliminary results show 32 detained unaccompanied children identified, of those some were released to Casa Alianza and some others to SOS Children's Villages after interviewing and evaluation processes. Immigration decisions have subsequently been made on their cases and the children have been recognized as refugees; they all continue to remain in the shelters.
