
The Electronic Certificate of Precarious Residence is granted to the foreigner that has begun his or her residence proceedings and complied with documentary requirements, and thus provides the migrant with migratory regularity during the period in which the application is evaluated. Since 202 the web self-management system, through the Ra.D.Ex. system (Radicación a Distancia de Extranjeros), allows the migrant to obtain his/her Electronic Certificate of Precarious Residence online, in order to regularize his/her migratory situation in a non-presential and automatic way, having exactly the same validity and scope as the one processed in person, it is received by mail and can be downloaded to a phone. This means that migrants can regularise their status by electronical means and obtain a certificate that allows them to work in the country while the residency process is ongoing. The electronic issuance of this document helps to reduce the particular vulnerability of trafficked persons or the possibility of their becoming victims by providing documentation and allowing access to decent work.
It is worth mentioning that, as a result of the measures of isolation, social distancing and restrictions on mobility that had to be applied due to the COVID-19 pandemic, this Certificate was a fundamental tool to facilitate access to migration regularity. During the first day of implementation of the Electronic Certificate of Precarious Residence, 16,000 pending cases were resolved, and from 12 April 2020 (the date of its creation) to 31 December 2022, a total of 565.177 precarious residency permits were granted.
