Summary:

More than 30% of qualified Hondurans have emigrated. Some of these emigrants have founded a network called "Honduras Global" in which they systematically organize a knowledge transfer back to Honduras. With support from the Honduran government, the private sector, foundations and GIZ, the network organizes mentoring, summer schools and networking as well as fundraising for start-ups.

The Honduras Global Network is a relevant practice to share with other GFMD stakeholders in the context of various discussions that have taken place during subsequent GFMD meetings, in particular during the following roundtable-sessions:

  • GFMD 2009 - Roundtable 1.2 on "Engaging diasporas and migrants in development policies and programs–Their role? Their constraints?"
  • GFMD 2008 - Roundtable 1.2 on "Empowering Migrants and Diaspora to Contribute to Development"
  • GFMD 2007 - Roundtable 2.4 on "Working with the Diaspora for Development"

Of particular relevance in this regard is a recommendation that came out of the latter roundtable:

  • 'Identify partners within the diaspora (numbers, location, skills) and support diaspora organizations'’ organizational and representation capacities' (GFMD 2007 2.4/1)

More generally the program also corresponds to the flagship theme "Taking action on Migration and Development – Coherence, Capacity and Cooperation", as it targets cooperation in particular, but also capacity, in part.

It also builds upon earlier discussions held within the context of the annual GFMD meetings and the ad hoc Working Group on Protecting and Empowering Migrants for Development. Two GFMD 2010 recommendations are worth mentioning in particular:

  • Examine issues around recruitment and engage recruitment agencies in better preparing and protecting overseas contract workers. (GFMD 2010, RT 2.1/1)
  • Promote monitoring and licensing systems for recruiters and other intermediaries. Develop (or implement existing) codes of conduct and registers for recruiters. (GFMD 2010, RT 2.1/2)
