On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the Global Programme on Human Mobility in the Context of Climate Change (GP HMCCC) supports its partners in the Caribbean, East Africa, the Pacific, the Philippines and West Africa in better understanding and addressing the complex, multi-causal interrelations between different forms of human mobility (migration, displacement and planned relocation) and climate change. In collaboration with national and regional partners, non-governmental organizations and universities, GP HMCCC promotes exchange between all actors involved. It aims to improve applied knowledge relating to the sustainable management of human mobility in the context of climate change in its partner regions through studies on the policy environment, local drivers of migration and modelling future climate related migration.
With new knowledge and strategies, partners are better able to address climate change and its impacts through policy guidelines. The programme has supported the development of several national policies: In the Philippines, it assisted national government agencies to incorporate human mobility in the context of climate change in its updated National Climate Change Action Plan. In Fiji, the government has launched guidelines for planned relocations and displacements in the context of climate change and disasters.
