The Crisis Communication Plan in the field of irregular migration was devised with the participation of a wide range of governmental actors and institutions at local and central levels. The aim of the Plan is to reinforce the operational capacity of the Government of Moldova, especially the Border Police Department of the Ministry of Internal Affairs, in communicating more effectively with the public, in particular civil society, on irregular migration. An inclusive approach was important, in particular, when a sensitive topic is addressed and it contributed to better inter-institutional coordination with regard to communication in the field of irregular migration. Another lesson learnt from this action is the need to involve the communication services/communicators of various state agencies.
The Plan includes:
- Consultative bilateral meetings and introductory knowledge exchange seminar on better communication to the general public and civil society on irregular migration
- In-depth communications skills training and initial drafting session of the communications training toolkit
- Study visit to a selected EU Member State
- Remote support for developing the communication training toolkit
- Presentation of the communication training toolkit and workshop on media engagement and preparation for interviews
