
The objective is to create a competency-based national qualifications framework, supported by sector councils with the goal of harmonizing accreditation frameworks that promote the attainment of skills for work at home and abroad. In areas particularly vulnerable to high rates of outward irregular migration, governments have been working with international agencies to mitigate youth unemployment through the drafting of national action plans to target the needs of youth seeking to enter the labour market, to provide vocational training to enhance their employability and to monitor migration impacts on the labour market
