Summary: 

Created in 2006 to promote modern agriculture and reduce food insecurity, unemployment, illegal emigration and rural exodus, the Agency REVA has been in function since February 2008. Decree 1336 of 29 November 2006 inception, gives two main tasks:

  1. Creating modern farms to promote the integration of young people in the business of agriculture
  2. Promoting private enterprise in agriculture.

REVA aims to professionalize the agricultural sector in Senegal and to create sustainable jobs in this sector especially for potential migrants, returnees, youth and women.

Senegal’s REVA Program, and the support provided to it by Spain was discussed in the framework of Roundtable 1.1, GFMD 2009 (Mainstreaming migration in development planning – key actors, strategies, actions).

More general the REVA Program addresses the root causes of migration, and offers a potential model for tackling irregular migration. The former, addressing the root causes of migration was discussed as a crosscutting issue during the GFMD 2007. The latter theme was an important agenda item during the GFMD 2010 and produced two outcomes of particular relevance:

  • Promote the creation of job opportunities in the countries of origin to foster circular and return migration. (GFMD 2010 1.1/5)
  • Governments must keep in mind the right to NOT migrate. (GFMD 2010 1.2/4)
